Note: An owner must be a PCES-level manager.

This process establishes standard tools and processes for System Integration Testing (SIT) / Customer Acceptance Testing (CAT) Exemption and Post-Production Review (PPR) within the Postal Service Technical Environment.

PURPOSE

The SIT–CAT Exemption and PPR Process provides explanation and instructions to complete the SIT/CAT Exemption_PPR Form. It also addresses common scenarios where SIT and/or CAT may not be performed and outlines expectations for each of these scenarios.

Tollgate process only: If a testing (SIT or CAT) Exemption or Post-Production Review occurs in a release that has been identified for the Tollgate process, the approved Exemption(s) and PPR must be included in the following Tollgates:

SIT Exemption Process Description

If SIT cannot be performed, follow this process to complete the SIT portion of the SIT/CAT Exemption_PPR Form with appropriate approvals. The form with approvals must be uploaded to the TSLC Artifacts Library (Release phase / IT Change Request folder) before implementation.

  1. The Requestor completes Section 1, “Type of Change,” and Section 2, “SIT Exemption,” on the SIT/CAT Exemption_PPR Form and provides the form to the Business Project Leader (BPL)/ Business Relationship Management Program Manager (BRM PM).
  2. Note: The BRM PM signs when the development project is run by the Portfolio.

  3. The BPL/BRM PM reviews the SIT Exemption.
  4. The Development Organization PCES Manager reviews the SIT Exemption.
  5. The Manager, Solutions Development and Support, reviews the SIT Exemption.
  6. The Manager, Business Relationship Management, reviews the SIT Exemption.
  7. The BPL uploads the approved and completed SIT Exemption to the TSLC Artifacts Library (Release phase / IT Change Request folder).

CAT EXEMPTION

CAT Exemption Process Description

If only CAT cannot be performed, complete the CAT portion of the SIT/CAT Exemption_PPR Form with appropriate approvals. The form with approvals must be uploaded to the TSLC Artifacts Library (Release phase / IT Change Request folder) before implementation.

If neither CAT nor SIT can be performed, the same SIT/CAT Exemption_PPR Form must be completed for both SIT exemption and CAT exemption and uploaded to the project in the TSLC Artifacts Library (Release phase / IT Change Request folder) before implementation.

Follow the Post-Production Review section below to complete the Post-Production Review portion of the form when a CAT Exemption is approved.

If a CAT environment is not available, CAT can be performed when results can be validated online or in manual walk-throughs. In this scenario, a CAT Exemption will not be approved.

  1. The Requestor works with the BRM PM to complete Section 1, “Type of Change” (if it has not already been completed), and Section 3, “CAT Exemption,” on the SIT/CAT Exemption_PPR Form and provides the form to the Business Relationship Management (BRM) PCES Manager.
  2. The BRM PCES Manager reviews the CAT Exemption.
  3. The Manager, Solutions Development and Support, reviews the CAT Exemption.
  4. The Manager, Business Relationship Management, reviews the CAT Exemption.
  5. The Responsible Business Owner (Customer)/Product Owner Manager reviews the CAT Exemption.
  6. The BRM PM uploads the approved and completed CAT Exemption to the TSLC Artifacts Library (Release phase / IT Change Request folder).
  7. Continue with Post-Production Review for all approved CAT Exemptions.

CAT Exemption Process Inputs/Outputs

Baseline artifacts are mandatory and must be uploaded prior to release to production unless the project is following the Tollgate process. If Tollgate, documents from the Tollgate must be uploaded within 10 business days of the Tollgate meeting. Baseline artifacts are indicated in this document by an asterisk (*).

POST-PRODUCTION REVIEW

PPR Process Description

The PPR Process is performed anytime that there is an approved CAT Exemption.

  1. The Requestor works with the BRM PM to complete Section 4, “Post-Production Review,” on the SIT/CAT Exemption_PPR Form and provides the form to the BRM PCES Manager.
  2. The BRM PCES Manager reviews the PPR.
  3. The Development Organization PCES Manager reviews the PPR.
  4. The Responsible Business Owner (Customer)/Product Owner Manager reviews the PPR.
  5. The BRM PM uploads the approved and completed PPR to the TSLC Artifacts Library in the appropriate folder:

  • The Requirements Traceability Matrix (RTM) is no longer a required artifact. Customer business requirements with approval replace the RTM and eliminate the need to upload redundant information.
  • SIT and CAT scripts are combined with the SIT and CAT results and are no longer required as standalone artifacts.
  • Artifacts are now uploaded to the Release phase / IT Change Request folder prior to release to simplify navigation and increase efficiency.
